Quest Editor Questions

1. When you create a new quest the editor does not have an image tool.
2. If you save it then edit it, even immediately, the image tool appears.

This is the create Quest editor

It would appear that this is intended behaviour.

The PR states
The editor. The quest form's description becomes the shared post editor, set up the way the plan form uses it: no title, no footer, the help popover kept. The toolbar ends in Insert Image. The editor gets one new prop that hides the attachments paperclip (default on, so every post editor stays as it is). On Edit, Insert Image opens the picker over the quest's own container, where the quest image already lives (gated, served to logged-in members). On New the quest has no container yet, so there is no Insert Image, the same cut the image field already makes. The editor shows the formatting while typing.
